for the supply of eye-tracking equipment for the project "LangTERRA – Enhancing the Research Potential of ILSP/'Athena' R.C. in Language Technology in the European Research ERA" (Nr. 285924)

 In the context of the project "LangTERRA – Enhancing the Research Potential of ILSP/'Athena' R.C. in Language Technology in the European Research ERA" co-funded by the Seventh Framework Programme of the European Union (Grant Agreement No. 285924 FP7-REGPOT-2011-1), the Institute for Language and Speech Processing (ILSP) / R.C. 'Athena' is interested in purchasing electronic equipment according to the provisions of its Internal Regulations (Article 75 §v, as revised and currently holds). The detailed technical specifications of the equipment are listed in Annex A. The publication of this call was authorised by a decision of the 146th Meeting of the Board of Directors of R.C. 'Athena' (30.04.2015). 

 

Technical specifications

The equipment will be used for performing demanding eye-tracking experiments related to reading research. For this purpose, a high-resolution eye-tracking system is required that can provide high-enough accuracy in remote and/or head-supported configuration for demanding reading experiments. In the remote mode it is desired that the system is least unobtrusive. Head motion is expected to be tolerated to a certain degree. The system should also be portable for on field experimentation.

 

Description

Specification

Eye-tracker hardware

• Function mode: remote and/or head-supported configuration with high-enough accuracy for demanding reading experiments

• Sampling rate: At least 250 Hz (in remote mode, binocular)

• Average accuracy: 0.5o or better (remote mode)

• Total latency: <10ms

• Freedom of head movement (at the recommended by the manufacturer ideal distance): >= 35cm x 15 cm (horizontal x vertical)

Eye-tracker software

• Software including support for experiment creation, data viewing and analysis data environment (Windows 32-bit and 64-bit compatible). The data collected should be presented in a form appropriate for statistical analysis (fixations, saccades, interest areas) and visualization (e.g. heatmaps, saccade and fixation scanpath).

Rules for participation

The following entities may participate to the tender:

  1. Natural and legal persons operating lawfully and dealing with the subject of the procured goods.
  2. Groups or Consortiums of providers.
  3. Any tenderer that is entitled to participate in similar tenders, provided that all conditions of the present tender are met.

Special provisions:

  1. Any equipment included in the offer must be new and covered by a warranty.
  2. The equipment will be accompanied by the necessary software and documentation and will be delivered to ILSP/R.C.'Athena', Athens, Greece.
  3. All equipment must be invoiced within three (3) working days from the date of placing the order and delivered within fifteen (15) calendar days after any necessary payment arrangements.
  4. For each equipment item, the cost and the respective manufacturer's product code must be clearly indicated in the offer.
  5. Any other shipping and handling costs should be clearly indicated in the offer.

Budget

The total maximum amount to be paid by ILSP/R.C. 'Athena' for the equipment will be forty thousand euros (40.000 €), not including VAT.

Submission deadline

Offers will be accepted if they are received until Monday, May 25, 2015 at 12:00 a.m. (Athens Time).

Awarding criteria

The evaluation of the submitted offers will be made by the Evaluation Committee on the basis of the costs, technical characteristics and quality of the offered equipment. The awarding criterion is the lowest price.

Delivery

The equipment will be delivered to the premises of ILSP/R.C. 'Athena' (at Athens, Greece), at the risk and expense of the Contractor during working days and hours. The equipment must be invoiced within three (3) working days from the date ILSP/R.C. 'Athena' places the order, and must be delivered within fifteen (15) calendar days after any necessary payment arrangements.
